They are shite - with no recourse unless you take them to small claims.

We have the same little fella doing ours.
Reminds me of Compo from Last of the Summer Wine.
He also puts the missus' parcels in our paper recycling wheelie bin,
but I only get it emptied once a month, and I usually check it as I am putting it out.
I have my parcels delivered to reception at work.
So much easier
