Yes it can look pretty scary when you get a full system diagnostic report. An "off the shelf" code scanner would have only picked up the P codes from the Engine ECU. (ECM). In this case, there were no problems with that module - no engine light. The Vectra was badly designed to have so man...

As if by magic, the panel turned up at the correct address. There are no markings on it to identify the manufacturer. Looking at the 'frill' of the pressing, I would say it isn't a GM part. Any rippling will show worst when you get a shiny coat on. You will tell by how the refections of surrounding objects bounce off the paint job. As for saving money... I wholey sympathise with you. I looked at you photo of the panel work, and it didn't look particularly rippled to me.
But then the camera can sometimes be quite forgiving.
With new seals, do expect for the doors to stick out a bit, until the seals have had chance to compress a little.

but the sad truth is that a lot of employers are looking for the cheapest deal.
Especially those in the lowest pay sectors.
